the effect of that card becomes "Draw 1 card." If you control a face-up "Halloween" monster: You can Special Summon this card (from your hand), and if you do, destroy 1 other face-up "Halloween" monster you control
If you don't cast the spell this way, it's put into your graveyard
So, it always pays to include any Spells or cards with effects that allow you to draw from or search your deck
If this does get tossed in as a staple in Path to the Peak-adjacent decks, the pull rate might not matter as much and it could still be worth something, as long as it remains competitively viable (especially at a budget level to start.) Mewtwo V/VSTAR/Gold Mewtwo cards are always worth grabbing, and even if these variants arent the best, these will be great binder fillerespecially the one that uses art calling back to some of the original promotional videos where Mewtwo raids were hosted in big cites
