I'd guess it dates to the 60s or 70s and believe that it is bronze

Turning the center knob dials the first number and punching down on the top knob changes the other. 4 1 8" t x 4 3 8" w x 1 1 2" deep, very nicely made and in good I think likely antique condition; I would guess 1900 1920 or so.
